Health (Miscellaneous Provisions) Bill 2022

The bill shifts responsibility for specialist community-based disability services from the Minister for Health to the Minister for Children, Equality, Disability, Integration and Youth, while keeping delivery with the HSE. It also updates how the HSE is governed and funded for these services, strengthens reporting and accountability to both ministers, and gives the new minister powers over plans, directions, information-sharing and inspections. It also amends the Disability Act 2005 and Health Act 2007 to reflect the new disability role and to support better coordination of services.

Bill entitled an Act to amend the Health Act 2004 to provide for the conferral of certain functions on the Minister for Children, Equality, Disability, Integration and Youth; to provide for consultation in certain matters between, and joint functions of, the Minister for Health and the Minister for Children, Equality, Disability, Integration and Youth; to provide for revised corporate governance and accountability arrangements of the Health Service Executive; to amend the Disability Act 2005; to amend the Health Act 2007; and to provide for related matters.
