Planning and Development (Amendment) Bill 2022

Requires the Housing Minister to publish an annual report on progress in delivering Project Ireland 2040 and to place it before both Houses of the Oireachtas. It also gives the National Planning Framework and the National Development Plan a clearer legal basis and opens the door to an annual Dáil debate on how the plans and funding are being delivered. Its main value is greater transparency and public accountability for major long-term planning and infrastructure commitments.

Bill entitled an Act to provide for the Minister for Housing, Local Government and Heritage to lay before each House of the Oireachtas an annual report on the progress of the document entitled “Project Ireland 2040” that was published by the Government on 18 January 2019, of which the constituent components are the National Planning Framework and the National Development Plan, and for that purpose to amend and extend the Planning and Development Acts 2000 to 2020 and to provide for related matters.
