Thirty-Ninth Amendment of the Constitution (Neutrality) Bill 2022

The proposal would write Irish neutrality into the Constitution and set out a strong rule that Ireland should not join wars, armed conflicts, or military alliances. It would also bar the State from helping foreign powers prepare for or carry out war, and stop Irish territory being used to move war material or troops to other countries, except in an immediate defence of Ireland after an invasion or armed attack and with Dáil approval. It would also prevent Ireland from joining any European Council decision that would pull it into war.
