Planning and Development (Built Heritage Protection) Bill 2022

A recent set of planning changes would give stronger protection to Ireland’s old buildings and historic streetscapes, and give conservation experts a bigger role inside planning authorities and the planning appeals body. It would tighten rules for protected structures and conservation areas, make it harder to demolish or damage heritage buildings, and require quicker enforcement and higher penalties where unauthorised work harms them. It also aims to improve oversight by requiring reports, clearer owner notification, and a national conservation adviser.

Bill entitled an Act to amend and extend the Planning and Development Acts 2000 to 2021 to improve the level of protection afforded to Ireland’s built heritage, to prescribe the role of architectural conservation officers, to strengthen the protection afforded by architectural conservation area designation, to increase the enforcement mechanisms and penalties for breaches of planning legislation resulting in damage to built heritage and to provide for related matters.
