Rent Reduction Bill 2022

Proposes to cap rents at no more than a quarter of a household’s monthly income, using the lower of local or national median income and adjusting for household size. It would create a National Rent Authority, made up of tenant and worker representatives, to set the rent limits, define household sizes for different homes, and decide what counts as luxury accommodation, which would be exempt and limited to a small share of the market. New tenancies would come under the cap immediately, with existing tenancies brought in within 12 months.

Bill entitled an Act to amend the Residential Tenancies Act 2004 to reduce rents to affordable levels by limiting them to a maximum of a quarter of monthly household incomes and to establish a National Rent Authority for this purpose.
