The proposed changes would give some employees a new right to five days’ leave for medical care when they need to help a close family member or someone in their household with a serious illness, and it would let eligible workers ask for flexible working arrangements to care for someone. It would also strengthen protection for people using these rights, making it harder to penalise, dismiss, or disadvantage them, and would make related updates to maternity, adoptive leave, working-time, redundancy and workplace disputes rules. It matters because it is meant to make it easier for workers to balance jobs with family and caring responsibilities.

Bill entitled an Act to give further effect to Directive (EU) 2019/1158 of the European Parliament and of the Council of 20 June 2019 on work-life balance for parents and carers and repealing Council Directive 2010/18/EU and, for that purpose, to amend the Parental Leave Act 1998 to entitle certain employees to leave for medical care purposes and to request flexible working arrangements for caring purposes; and for those and other purposes to amend the Redundancy Payments Act 1967, the Unfair Dismissals Act 1977, the Maternity Protection Act 1994, the Adoptive Leave Act 1995, the Organisation of Working Time Act 1997, the National Minimum Wage Act 2000 and the Workplace Relations Act 2015; and to provide for related matters.
