Electricity Regulation (Amendment) (Protection of Financially Vulnerable Customers) Bill 2023

The proposal would update Ireland’s electricity law so “vulnerable customers” is clearly defined in the main legislation, not just in regulations. It would specifically include people receiving social welfare income supports, so the utility regulator must take their financial situation into account when making decisions and setting protections. It would also let the Minister make the needed regulations quickly once the law starts.

Bill entitled an Act to amend the Electricity Regulation Act 1999 to include the definition of “vulnerable customers” in relation to the functions of the Commission for the Regulation of Utilities; and to allow the Minister for Environment, Climate and Communications to make regulations to that effect.
