Creates a new licensing system for certain construction and quarrying work in Ireland, replacing the current training-card model with licences for workers, tutors and approved training organisations. It would let a single licensing authority set standards, keep a public register, recognise some foreign qualifications, inspect and investigate complaints, and suspend or revoke licences where rules are broken. It matters because it aims to raise safety and competence standards, make training more consistent, and give the State stronger tools to tackle fraud and poor practice.

Bill entitled an Act to provide for the appointment of a licensing authority for the purposes of licensing workers carrying out certain activities in relation to construction work; to provide for the licensing of tutors providing certain training in relation to construction work; to provide for the establishment and maintenance of a register of licensees; to provide for the investigation and adjudication of complaints against licensees and responsible persons; to establish an appeals committee to determine appeals against certain decisions of the licensing authority; to designate the licensing authority to be the competent authority for the purposes of the European Union (Recognition of Professional Qualifications) Regulations 2017; and to provide for related matters.
