Health (Assisted Human Reproduction) Bill 2023

Creates a new advisory committee to help shape how the State supports assisted human reproduction treatment, including fertility-related treatments that involve eggs or embryos. The committee would advise the Minister for Health on who should qualify for public funding, looking at things like age, whether someone has already received State-funded treatment, and the welfare of any child who may be born. After the committee reports, the Minister would set the final eligibility rules and publish them publicly, and the Health Service Executive would then have to provide the covered treatment and related medicines and supplies free of charge to people who meet those rules and live in the State. It also updates several existing health laws so assisted human reproduction treatment is treated like other public health services for these purposes.

Bill entitled an Act to provide for the establishment of a body, to be known in the Irish language as An Coiste Comhairleach um Chóireáil Atáirgthe Dhaonna Chuidithe or in the English language as the Assisted Human Reproduction Treatment Advisory Committee, to advise on criteria for eligibility for financial assistance with assisted human reproduction treatment and to provide for related matters.
