Electricity Regulation (Amendment) (Standing Charges) Bill 2023

Would give the Commission for Regulation of Utilities the power to check and control standing charges on electricity and gas bills. It would make sure those charges are used only to cover suppliers’ fixed costs, not to boost profits, and would let the regulator force companies with excessive charges to cut them and seek approval before any increase. This matters because standing charges are currently not properly regulated, so customers can be hit with charges they cannot easily challenge.

Bill entitled an Act to amend the Electricity Regulation Act 1999 to give the Commission for Regulation of Utilities (CRU) the legislative remit required to effectively monitor and regulate standing charges on electricity and gas bills, and to provide for related matters.
