Retailers would need a licence to sell tobacco products or nicotine inhaling products, and the Health Service Executive would keep a public register of those licences. The measure would also ban self-service sales of nicotine inhaling products, restrict advertising in places like schools, buses and cinemas, and keep the ban on sales to children, while creating offences and penalties for selling without a licence or breaking the new rules. It also updates the older tobacco law so the two systems work together and gives inspectors stronger powers to enforce the rules.

Bill entitled an Act to provide for the licensing of the sale by retail of tobacco products and nicotine inhaling products; to provide for the establishment and maintenance of a register of licences issued under and in accordance with the Act; to provide for certain related offences; and for those and other purposes, to provide for the amendment of the Public Health (Tobacco) Act 2002; and to provide for the consequential amendment of certain other enactments and the revocation of certain statutory instruments; and to provide for related matters.
