Health (Termination of Pregnancy Services) (Safe Access Zones) Bill 2023

Creates 100-metre safe access zones around certain healthcare premises where pregnancy termination services may be provided, including clinics and hospitals. Inside those zones, it would be an offence to intentionally or recklessly block access or try to influence a person’s decision about getting or providing these services, while ordinary staff activity and certain lawful conduct remain allowed. Gardaí would be able to warn people first, record the warning, and then enforce the law with offences and penalties for repeat breaches.

Bill entitled an Act to prohibit persons from engaging in certain conduct in safe access zones, that is to say, in certain areas in and adjacent to certain healthcare premises; to make provision for enforcement in respect of engaging in conduct prohibited in such safe access zones, and to provide for offences in relation to such prohibited conduct; and to provide for matters connected therewith.
