Disability (Miscellaneous Provisions) Bill 2023

The proposal would make disability services more concrete and time-bound by requiring the State to include the services identified in a disability assessment report and to provide them as soon as possible, and no later than the time needed by the person. It would also place a duty on the Minister to secure the money and other resources needed to prepare and carry out those assessment reports. In addition, it would tighten the Equal Status Act so that certain service providers, including public bodies, credit unions, insurers, regulated financial firms, telecoms providers and public transport operators, could not refuse disability-related special treatment or facilities unless doing so would place a disproportionate burden on them. Overall, it aims to turn disability rights into services people can actually access, rather than promises without a clear delivery requirement.
