Education (Inclusion of Persons) Bill 2023

The bill would make schools and education authorities plan more openly and more actively for children with special educational needs. It would require the Department of Education and the NCSE to publish more information about school places, unmet need and transport costs, give special educational needs organisers a stronger role in advising schools, and require school boards to explain any decision not to follow that advice. It would also introduce inclusion policies in schools, support training on disability rights, and give disabled persons organisations a role in shaping school boards.

Formal long title

Bill entitled an Act to amend and extend the Education Act 1998, and, for that purpose, to provide for the inclusion of information from special educational needs organisers in school planning; to provide for inclusion policies in schools and to provide recognised disabled persons organisations with a role in agreeing the composition of boards of management of a school; to amend the Education for Persons with Special Educational Needs Act 2004 to provide for enhanced planning and co-ordination in relation to school planning areas; and to provide for related matters.
