Domestic, Sexual and Gender-Based Violence Agency Bill 2023

Creates a new national agency for domestic, sexual and gender-based violence, with responsibility for refuge accommodation, funding support services, running awareness campaigns, and commissioning research. It also moves certain work, staff, records, rights and liabilities from Tusla to the new agency, while putting in place a board, a chief executive, reporting duties and ministerial oversight. The change matters because it gives these services a dedicated body focused on prevention, support and coordination across government.

Bill entitled an Act to provide for the establishment of a body to be known as An Ghníomhaireacht um Fhoréigean Baile, Gnéasach agus Inscnebhunaithe and to provide for its functions; to provide for the transfer of certain functions, staff, rights and liabilities and records of the Child and Family Agency to the said body and for those purposes to amend the Child and Family Agency Act 2013; to amend the National Archives Act 1986; and to provide for related matters.
