Amends the Mental Health Act 2001 so the Mental Health Commission would have legal powers to oversee child and adolescent mental health services. It would let the Commission push through governance and clinical reforms, monitor how they are carried out, and publish a yearly progress report. In practice, it is meant to strengthen accountability and help improve services for young people.
