Control of Dogs (Miscellaneous Provisions) Bill 2024

Aimed at reducing dog attacks on livestock, especially in rural and commonage areas, this proposal would tighten dog-control rules and make owners more responsible for keeping dogs on a lead and under control. It would allow dog-control notices, let certain premises exclude dogs, require a mandatory dog licensing database, and let local authorities designate public places where dogs can be off lead. It would also require insurers to see a current dog registration certificate before taking out dog insurance, which should help with enforcement and accountability.

Bill entitled an Act to amend and extend the Control of Dogs Act 1986, and for that purpose, to provide for dog control notices, to provide for notices relating to the exclusion of dogs from certain premises, to amend the Control of Dogs (Dog Licensing Database) Regulations 2019 so as to provide for the mandatory maintenance of a dog licensing database, to amend the Local Government Act 2001 to provide for public places where dogs can be off leash and to provide for related matters.
