Supports for Survivors of Residential Institutional Abuse Bill 2024

The proposed law would give survivors of abuse in residential institutions access to free health supports and help with education costs, and it would make a €3,000 health support payment available to eligible survivors living outside the State. It would also dissolve the Residential Institutions Statutory Fund Board, transfer its functions to the Minister for Education and Youth, and update other payment and care schemes so survivors are not unfairly counted as having extra means or paid twice for the same support.

Bill entitled an Act to provide for the making available of certain supports to survivors of residential institutional abuse; to provide for the dissolution of the Residential Institutions Statutory Fund Board; to provide for the transfer of certain functions of that Board to the Minister for Education and Youth; to amend the Nursing Homes Support Scheme Act 2009 and the Mother and Baby Institutions Payment Scheme Act 2023; and to provide for related matters.
