Health (Waiting Lists) Bill 2024

Creates a legal basis for the Minister for Health to set maximum waiting-time priorities and performance targets for health and personal social services, rather than relying only on policy. It also expands the National Treatment Purchase Fund’s role so it must collect, check and publish waiting-list information across more services, not just hospitals, and strengthens accountability to the Minister and Oireachtas committees. The aim is more transparency about waiting lists and clearer responsibility for improving them.

Bill entitled an Act to amend and extend the Health Act 2004 and for that purpose to provide for the conferral of additional functions on the Minister for Health in relation to setting of priorities and performance targets by that Minister in relation to maximum waiting times for health and personal social services; to amend the National Treatment Purchase Fund Board (Establishment) Order 2004 to provide for additional reporting, revised corporate governance and accountability arrangements; and to provide for related matters.
