Restriction of Imports (States in violation of obligations under the Genocide Convention and Occupied Territories) Bill 2024

The measure would ban the import and sale in Ireland of goods and services from states alleged to be breaching genocide-related obligations, and from occupied territories, and would also prohibit extracting resources from occupied territories in certain cases. It gives the Minister power to make supporting regulations and creates offences, including for attempts, with extra-territorial reach in some circumstances. Its main purpose is to align Irish law with international humanitarian obligations and make it harder for trade to support serious breaches of international law.
Formal long title
Bill entitled an Act to give effect to the State's obligations arising under the Convention on the Prevention and Punishment of the Crime of Genocide, the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, and under customary international humanitarian law; and for that purpose to make it an offence for a person to import or sell goods or services originating in a state alleged to be in violation of its obligations under the Convention or in an occupied territory or to extract resources from an occupied territory in certain circumstances; and to provide for related matters.
