Road traffic rules would be tightened in a few key ways: drivers could get more penalty points when several offences happen in the same incident, rather than having some of them merged into one. Usual speed limits would be lowered in built-up areas, on local roads and on national secondary roads, while national primary roads would keep the higher limit. Gardaí would also be required to carry out oral-fluid drug tests in the same situations where alcohol breath tests are already mandatory, and a few technical changes would update road-sign and speed-limit rules.
