Digital Services (Levy) Bill 2024
Public bill · Government · Presented
The measure would let Coimisiún na Meán and the Competition and Consumer Protection Commission fund their new digital-services duties by charging levies to the companies they regulate, rather than relying only on public money. Coimisiún na Meán could charge providers of online intermediary and hosting services, while the CCPC could charge certain online marketplace and platform providers covered by EU digital-services rules. It also lets the two bodies agree that one can collect the levy for the other, which should make administration simpler.
Formal long title
Bill entitled an Act to extend the power of Coimisiún na Meán enabling it to impose a levy, for the purpose of meeting its expenses and its working capital requirements, on providers of intermediary services and hosting services and, for that purpose, to amend the Broadcasting Act 2009; to enable the Competition and Consumer Protection Commission, for the purpose of meeting its expenses and working capital requirements relating to the performance of its functions as the competent authority in respect of Articles 30, 31 and 32 of Regulation (EU) 2022/2065 of the European Parliament and of the Council of 19 October 2022 on a Single Market For Digital Services and amending Directive 2000/31/EC (Digital Services Act), to impose a levy on providers of online platforms that allow consumers to conclude distance contracts with traders and, for that purpose, to amend the Digital Services Act 2024; and to provide for related matters.
