Raises the legal age for buying tobacco products in shops from 18 to 21, while keeping the existing ban on retail sales of nicotine inhaling products to under-18s. It also updates enforcement powers so inspectors can use compliance checks, prohibition notices, test purchases, and penalties against sellers who break the rules, including licence suspension in serious cases. The change is set to start on 1 February 2028, giving retailers time to prepare.

Bill entitled an Act to prohibit the sale by retail of tobacco products to persons under the age of 21 years; and for those and other related purposes, to amend the Public Health (Tobacco) Act 2002 and the Public Health (Tobacco Products and Nicotine Inhaling Products) Act 2023; and to provide for related matters.
