Residential Tenancies (Amendment) (No. 3) Bill 2024
Public bill · Government · Presented
It would give certain tenants the first chance to buy their home before a landlord sells, by requiring a written invitation to bid when a notice to quit is served for sale-related reasons. It also sets out extra steps if the landlord later wants to sell to someone else, adds clearer rules for RTB hearings and mediation, and lets the Revenue Commissioners share some information with the RTB. The point is to strengthen tenant protections while keeping the sale process workable for landlords.
Formal long title
Bill entitled an Act to provide for the service of a notice of invitation to bid on a tenant of certain dwellings where the tenant is served with a notice of termination that cites as a ground for termination the landlord’s intention to enter into an enforceable agreement for the transfer of the dwelling to another; to provide for the service on such a tenant, or certain bodies, of a further notice in certain circumstances; to make provision in relation to the conduct of mediations, adjudications and Tribunal hearings by the Residential Tenancies Board; to make provision for the sharing of certain information by the Revenue Commissioners with the Residential Tenancies Board; and for those and other purposes to amend the Residential Tenancies Act 2004.
