Credit Review Bill 2024

The Credit Review Bill would establish a permanent Credit Review Service to examine certain lending decisions affecting small and medium-sized businesses and farmers, where banks and other covered lenders refuse or restrict credit. It could recommend that a lender provide credit or offer another arrangement, while also monitoring lending practices and reporting on credit availability; lenders would have to respond to its recommendations, though not necessarily accept them. The Service would replace existing arrangements, with oversight, reporting, confidentiality rules and possible fees for borrowers and lenders.

Bill entitled an Act to provide for the establishment of a body to be known as An tSeirbhís um Athbhreithniú Creidmheasa and to provide for its functions; to provide for the review by that body of certain credit decisions; to provide for the appointment of a chief executive officer of that body to be known as the Credit Reviewer; to provide for the repeal of section 210 of the National Asset Management Agency Act 2009 and the revocation of guidelines issued under that section; for those purposes to provide for consequential amendments of other enactments; and to provide for related matters.
