Transparency and Social Value in Public Procurement Bill 2024

A new layer of reporting would be added to public procurement so public bodies must send annual information on their contracts, including how they were awarded, whether social or environmental conditions were attached, work done by small and medium businesses, contractor performance, cost overruns, and any non-compliant spending. The Minister would then publish a national summary, making it easier to see where public money is being spent well and where it is being wasted or underused for wider goals. It would also update company law to record extra information linked to contracts, court judgments, beneficial ownership, and bankruptcy.

Bill entitled an Act to give further effect to Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014 and for that purpose to provide for certain reporting functions in relation to procurements to which that Directive applies, to amend the Companies Act 2014 and to provide for related matters.
