Building Energy Rating (BER) Standards for Private Rented Accommodation Bill 2025

Sets minimum energy-efficiency standards for private rented homes. As shown in the explanatory memorandum on page 1, landlords would have to bring properties up to at least a D2 BER by 31 December 2026, a C1 by 31 December 2028, and a B2 by 31 December 2030. Any upgrades done to meet these rules could not be used to end a tenancy or to raise the rent.

Bill entitled an Act to amend the Housing (Miscellaneous Provisions) Act 1992 to provide for minimum Building Energy Rating (BER) standards for private rented accommodation and for related matters.
