Industrial Relations (Boycott of Joint Labour Committees) Bill 2025

The proposal would stop employers or workers from blocking the setting-up of Joint Labour Committees simply by refusing to take part in the consultation process. If one side won’t engage, the Labour Court could still appoint committee members who broadly represent that side’s interests, and if that still isn’t workable, the Court could draw up pay and conditions proposals itself for the sector. It matters because Joint Labour Committees are meant to protect workers in low-pay sectors where ordinary bargaining is weak, and the measure is aimed at removing a veto that can leave those workers without minimum standards.

Bill entitled an Act to amend the provisions relating to the constitution of joint labour committees, so as to provide for cases where organisations of employers or of workers fail or refuse to engage in consultation with the Labour Court prior to the appointment of representative (employers) members or representative (workers) members, as the case may be; and to provide for connected matters.
