Planning And Development (Exempted Development - External Wall Insulation) Bill 2025

The proposal would make external wall insulation exempt from planning permission, so homeowners and other property owners could usually add insulation to outside walls without going through the normal planning process. It keeps an exception for protected structures, buildings in architectural conservation areas, and cases where the work would seriously harm proper planning or the surrounding area. The aim is to make energy-saving upgrades easier and quicker, which could help people cut heating costs and improve home efficiency. It would come into force within 90 days of being signed into law, unless the Minister sets an earlier start date by order.
