Raises the limit on the number of Ministers of State the Government may appoint from 20 to 23. It also allows up to four Ministers of State who regularly attend Cabinet to receive the relevant allowance, instead of the current limit of three. The change increases the Government’s flexibility in assigning junior minister roles, and the extra cost is meant to be covered from existing departmental resources.

Bill entitled an Act to provide for an increase in the number of Ministers of State who may be appointed by the Government under section 1(1) of the Ministers and Secretaries (Amendment) (No. 2) Act 1977 and for that purpose to amend the Ministers and Secretaries (Amendment) (No. 2) Act 1977; to amend section 3A of the Oireachtas (Allowances to Members) and Ministerial, Parliamentary, Judicial and Court Offices (Amendment) Act 1998; and to provide for related matters.
