Copyright and Related Rights (Amendment) Bill 2025

Updates Ireland’s copyright rules for sound recordings so performers and record producers share royalty payments on a default 50/50 basis, after reasonable admin costs. It also says that if they cannot agree on the split, the matter can go to the Circuit Court instead of the Intellectual Property Office controller, with a limited right of appeal on a point of law. The Bill also helps ensure Irish law matches EU and international rules on rental, lending and performers’ rights.

Bill entitled an Act to amend the Copyright and Related Rights Act 2000 to make further provision for the sharing of equitable remuneration as between performers and owners of the copyright in sound recordings; to give further effect to Directive 2006/115/EC of the European Parliament and of the Council of 12 December 2006 on rental right and lending right and on certain rights related to copyright in the field of intellectual property; and to provide for related matters.
