Criminal Justice (Terrorist Offences) (Amendment) Bill 2025

Tightens Ireland’s terrorism laws so they fully match an EU rulebook on combating terrorism. It adds offences for receiving terror training, travelling for terrorism, and helping others travel for terrorism, and it also broadens rules on public incitement and certain cyber-related offences when they are connected to terrorism. It sets penalties of up to 10 years’ imprisonment on conviction and makes attacks on children an aggravating factor in some terrorism-related sentencing.

Bill entitled an Act to amend the Criminal Justice (Terrorist Offences) Act 2005 for the purpose of giving full effect to Directive (EU) 2017/541 of the European Parliament and of the Council of 15 March 2017 on combating terrorism and replacing Council Framework Decision 2002/475/JHA and amending Council Decision 2005/671/JHA; and to provide for related matters.
