Residential Tenancies (Amendment) Bill 2025

Across the country, rent increases would be limited to the current Rent Pressure Zone rule: no more than 2% a year, or the inflation rate if that is lower. Areas not already under those rules would be treated as Rent Pressure Zones from the day after the Bill is passed, and existing zones would be kept in place until 28 February 2026. It also ends six-monthly rent reviews outside Rent Pressure Zones, because the whole country would fall under the same limit. This matters because it would give tenants in every part of Ireland the same temporary protection against sharp rent rises.
Formal long title
Bill entitled an Act to extend the period for which an area is prescribed as a rent pressure zone; to provide that areas in the State not prescribed as rent pressure zones are deemed to be so prescribed; to extend the relevant period for the purpose of rent reviews under section 20 of the Residential Tenancies Act 2004; for those purposes, to amend the Residential Tenancies Act 2004 and the Residential Tenancies (Amendment) Act 2019; and to provide for related matters.
