Planning and Development (Amendment) Bill 2025

Brings in temporary planning changes to keep some housing projects alive and to help Ireland move to the new planning system more smoothly. It would let certain unstarted housing permissions with little time left get extra time, pause the clock on permissions while court challenges are ongoing, and allow planning work begun under the old rules to finish under them. It also helps updated housing targets from the revised National Planning Framework feed into decisions sooner, so the system is clearer for developers and local authorities.
