Disregard of Historic Offences for Consensual Sexual Activity Between Men Bill 2025

A process would be created to clear certain old criminal convictions and cautions that arose from consensual sexual activity between men. People could apply to the Irish Human Rights and Equality Commission for a certificate of disregard, with a free application process, possible support from the Commission, and a right to appeal if refused; once granted, records would be updated to show the conviction or caution has been disregarded. The State would also formally acknowledge the harm caused by these laws, and the Minister would review the system after three years and keep the public informed about it.
