Dog Welfare (Amendment) Bill 2025

The proposal would tighten welfare rules for commercial dog breeding by changing the 2010 dog breeding law. It would limit how many breeding female dogs can be kept on one site, set minimum breeding ages, require a minimum number of staff per breeding dog, cap the number of litters and breeding frequency, set a minimum age before pups are separated from their mother, and ban surgical artificial insemination. It matters because it aims to curb overbreeding and improve the care and treatment of breeding dogs and their puppies.

Bill entitled an Act to provide for animal welfare considerations in the operation of dog breeding establishments, including but not limited to a cap on the number of breeding bitches, the age of bitches allowed to breed, the age of pups when removed from their mothers, a staff-to-bitch ratio, and to prohibit the use of surgical artificial insemination; and to provide for related matters.
