Electricity Regulation (Climate Action and Connection to Distribution and Transmission Systems) Bill 2025

Gives the Commission for the Regulation of Utilities power to attach climate-related conditions to new electricity connections, including for data centres and other large users. It would let the regulator require applicants to take specific steps to cut, offset, or avoid greenhouse gas emissions, in line with Ireland’s climate goals, but it would not apply to smaller connections below 150kVA. The aim is to close a gap in current law so the regulator can make stronger environmental conditions part of connection offers.

Bill entitled an Act to enable the Commission for the Regulation of Utilities to direct that offers for connection to the electricity transmission and distribution systems be made subject to terms and conditions requiring that specified measures be taken for the purpose of avoiding, preventing, reducing, offsetting or abating greenhouse gas emissions or otherwise in furtherance of the national climate objective; for that purpose to amend the Electricity Regulation Act 1999; and to provide for related matters.
