Appropriation is the annual legal step that gives formal approval to the money the Dáil has already voted for public spending in 2025. It also tidies up a small amount for the 2024 State Laboratory Vote, allows some capital spending to be carried forward into 2026, and sets up short-term cash advances so urgent payments can be made at the start of January 2026, including certain social welfare payments handled by An Post.

Bill entitled an Act to apply a certain sum out of the Central Fund to the service of the year ended 31 December 2024 and to appropriate to the proper supply services and purposes sums granted by the Central Fund (Permanent Provisions) Act 1965, to make provision in relation to deferred surrender to the Central Fund of certain undischarged appropriations by reference to the capital supply services and purposes as provided for by section 91 of the Finance Act 2004 and, for the purpose of maintaining a sufficient amount of moneys in the Paymaster General’s Supply Account so as to enable the discharge of particular liabilities, to make provision for repayable advances from the Central Fund.
