Universal Access to Social Housing (Abolition of Income Limits) Bill 2026

According to the explanatory memorandum, the proposal would remove income-based rules for applying for social housing, so access would no longer depend on a household’s income or on receiving Rent Supplement. It would also bring the change into effect within 90 days of being signed into law. In simple terms, it aims to make social housing available on a universal basis rather than only to people below a set income level.

Bill entitled an Act to amend the Housing (Miscellaneous Provisions) Act 2009 to provide for universal access to social housing by abolishing income-related criteria.
