Comptroller and Auditor General (Due Diligence Complicity Audit) (Amendment) Bill 2026

The proposal would require the Comptroller and Auditor General to carry out a special review of Ireland’s dealings with Israel, to check whether public funds, contracts, aid or other support could be helping sustain the unlawful occupation of Palestinian territory. It would also require a report to the Oireachtas within a year, and would let the Minister for Foreign Affairs and Trade request similar reviews in other cases where a state is suspected of serious breaches of international law. The aim is to help Ireland make sure its actions and spending do not contribute to violations of international law.

Bill entitled an Act to amend the Comptroller and Auditor General (Amendment) Act 1993 to require the Comptroller and Auditor General to conduct a due diligence review of the State’s relations with Israel in line with the legal analysis and recommendations of the United Nations Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel on implementation of the Advisory Opinion of the International Court of Justice on the Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem.
