The proposed changes would update the rules for sending Defence Forces members abroad, replacing the older “triple lock” system so overseas deployment to certain international missions would no longer need a United Nations mandate. It would also let the Defence Forces suspend or dismiss members in serious criminal cases, require members to tell their commanding officer if they are charged with an offence, and expand the situations where troops, military aircraft or ships can be sent overseas for tasks like evacuations, embassy security and counter-narcotics work. It matters because it gives the Government more flexibility to deploy Irish forces abroad, while also tightening how the Defence Forces handle serious criminal allegations.

Bill entitled an Act to provide for the despatch and deployment for service outside the State of members of the Defence Forces; to provide, in certain circumstances, for the suspension of members of the Defence Forces; to provide, in certain circumstances, for the dismissal of officers of the Defence Forces; for these and other purposes to amend the Defence Act 1954 and certain other enactments; and to provide for related matters.
