Regulation of Artificial Intelligence Bill 2026

Ireland would create a national AI regulator called Oifig IS na hÉireann, and set out how it would oversee artificial intelligence under the EU’s new AI rules. It would give the office powers to coordinate regulators, keep an AI register, run sandboxes for testing new systems, handle complaints, and work on data protection and information sharing. It also sets out how breaches can be investigated, stopped, penalised and appealed, and updates existing laws so the Central Bank, the communications regulator and the consumer watchdog can help enforce the rules.

Bill entitled an Act to provide for the establishment of a body to be known as Oifig IS na hÉireann; to give further effect to Regulation (EU) 2024/1689 of the European Parliament and of the Council of 13 June 2024 laying down harmonised rules on artificial intelligence and amending Regulations (EC) No 300/2008, (EU) No 167/2013, (EU) No 168/2013, (EU) 2018/858, (EU) 2018/1139 and (EU) 2019/2144 and Directives 2014/90/EU, (EU) 2016/797 and (EU) 2020/1828 (Artificial Intelligence Act) and for that purpose to amend the Central Bank Act 1942, the Communications Regulation Act 2002, the Competition and Consumer Protection Act 2014 and the Freedom of Information Act 2014; and to provide for related matters.
