Updates the National Vehicle and Driver File with stronger data-protection rules and supports a public website where people can check a vehicle’s tax and roadworthiness status, without seeing the owner’s details. It removes the need to display a paper tax disc, allows vehicles to be declared off the road indefinitely, lets local authorities set certain speed limits and use collision data to improve road safety, and changes rules on careless driving, penalty points and evidence from mobile speed-camera vans.

Bill entitled an Act to amend the Roads Act 1920, the Finance Act 1936, the Finance (Excise Duties) (Vehicles) Act 1952, the Road Traffic Acts 1961 to 2024, the Finance (No. 2) Act 1992, the Finance Act 1993 and the Roads Act 1993; and to provide for related matters.
