Public Health (Tobacco) (Amendment) (Smokefree Generation) Bill 2026

The Public Health (Tobacco) (Amendment) (Smokefree Generation) Bill 2026 would permanently prohibit selling or supplying tobacco, nicotine and nicotine-inhalation products to anyone born on or after 1 January 2009, even after they turn 18. It would also make buying these products for them an offence, strengthen retailers’ age-checking and signage duties, extend registration requirements to nicotine products, and apply existing enforcement powers and penalties. The aim is to reduce smoking and nicotine addiction among younger people and create a “smokefree generation”, with the measure subject to periodic review.

Bill entitled an Act to amend the Public Health (Tobacco) Acts 2002 to 2024 to prohibit the sale and supply of tobacco products, nicotine products and nicotine inhalation products to persons born on or after 1 January 2009; to provide for related offences, enforcement and penalties; and to provide for related matters.
