proposed that a Ministry of Fine Arts should be set up. It was very important, he said, that the constructive work of their Government in literature and arts should get attention. It gave the appearance of stability and progressiveness to their affairs if they set up a Ministry of Fine Arts. Education and arts might be grouped together but he thought that it was advisable to show we were interested in these sciences and to emphasise it by creating a separate Department.
