I formally move:—

This motion was proposed as an amendment on Wednesday last. I did not advert to the fact that it was down for consideration to-day. I think it is not right that motions which are already down for consideration should be proposed before they come on for consideration in the ordinary way, when they will be considered in a reasonable time. I think that the precedent created on Wednesday was a bad one.

I second the motion.
