asked the Minister for Local Government and Public Health whether he intends to introduce legislation to transfer to owners of houses of £4 and a lesser valuation the liability for rates of such houses, and thereby relieve local authorities of a heavy burden, and poor occupiers of such houses of a liability that is increasingly difficult to meet.
