William T. Cosgrave The President (for Minister for Posts and Telegraphs)

The Rowland Hill Benevolent Fund, while it is for the benefit of Post Office employees and their dependents, is not administered by the Department of Posts and Telegraphs but by an independent body of trustees. The Minister has no control over it and no knowledge of its proceedings.
