Sub-Postmasters in the Gaeltacht are selected from candidates with a good knowledge of written and oral Irish when such candidates are available and are suitable in other respects for the position of Sub-Postmaster.

The Irish qualifications of the candidates are tested by the Head Postmaster of the district, or by an officer from headquarters.

As the answer states, the Irish qualifications of the candidates are tested by the Head Postmaster of the district or by an officer from headquarters.
