asked the Minister for Industry and Commerce if, in view of the importance of conserving waste material of every type, he will initiate a campaign to this effect.

I have considered the question of initiating a campaign for the conservation or collection of waste materials, notably paper, rags and scrap metals, but I have come to the conclusion that efforts to increase collection of such materials can most suitably be left to the commercial interests concerned, in view of the enhanced value of waste.
